Why is the crop tool sometimes unavailable in Photo AI?

The crop tool is not available consistently in Photo AI. I thought it was because the file was NEF, but when I saved it as a JPEG, and tried again, it was still grayed out.
Steps to reproduce issue:

  1. Opened image in Elements 2024
  2. Selected Photo AI in Filters
  3. Crop tool was grayed out and unavailable.
    I searched this topic and no results came up.

Crop tool is not available as a plugin for apps like PS, PSE, PSP, Affinity Photo etc because cropping resizes the canvas and therefore the image will be a different size when returned.
