Why does Video AI Slow To A Stop at 96%?

After running for many hours but being consistent pretty much at 0.8FPS,
it’s now finally gotten to 96% but dropped down to 0.2 FPS, and seems frozen. I don’t know whether I should give up and get a refund now, or wait? This thing sucks up all the CPU so I can’t really do anything else on it.
