instead of relying on what I assume is nVidia’s (somewhat interferior) NVENC internal encoder Video Enhance A.I uses.

AFAIK, VEAI use CPU for encoding & decoding not NVENC or VCE.

All decoding/encoding is done on the CPU, so an older CPU will lead to slower performance unless using older codecs or uncompressed image formats like TIF.
