The edit tools are not showing.
MacOS Sequoia 15.1.1 - 2,2 GHz 6-Core Intel Core i7
Your log files (Help > Logging > Get Logs for Support)

Looks like the toolbar is collapsed on the side.
However since you are not seeing the timeline on the bottom either, I would recommend clearing the Plists and reinstalling the app to refresh everything.
Uninstall Topaz Video AI by dragging and dropping the app into the trash bin
Delete the plist files & empty the trash bin
How To Delete Your Plist Files
Reboot your Mac
Reinstall

I clicked that button, and all the other ones multiple times. Reinstalled that app as well. The issue is still there
