When the internet-connection is lost (offline), Starlight-Mini tries to download and install again (it is already installed). This should be fixed.

can you share the app’s logs?
To gather logs, please select Help > Logging > Get Logs for Support and attach the zip file to your reply.
I am having this problem as well. V7 would crash on launch when I tried to launch it offline.
Now with V7.0.2 the program will launch offline, but Starlight Mini won’t. It works online, but offline it cannot recognise that it is installed. It forces another system test, insists it needs to be re-downloaded and say “NaNTB 0%”.
It has been literally years since I had a version of Topaz Video that worked as it is supposed to and I am fed up with it beyond words.
