Starlight Mini is not downloading on my laptop. The download stays frozen as shown in the screenshot below. The screenshot below also shows my laptop profile. Attached are my log files.

Roll back to version 7.1.0 and download the model from that version of the app and then you can update back to 7.1.5 if you wish to do so.
Problem came back after update to 7.1.5.
App requires to download the model again and freeze after downloading 100%

I sent the requested logs the next day but without reply, answer or bugfix. 
Apologies for the delay here, the forum did not send a notification that you had posted a reply.
The release of 7.1.5 did have some issues with downloading the Starlight Mini model, rolling back to 7.1.0 was the workaround to get that model downloaded for use.
Updating back to 7.1.5 could have broken it again, and I would recommend rolling back to 7.1.0 for the model to download again.
The differences between 7.1.5 and 7.1.0 are minimal and were mostly to prepare for the update to Topaz Video and the new subscription workflow. There is not a difference in the Starlight model, or how the app performs with the other models that provides a stark benefit when running this workflow.
