Rhea is broken on Intel Arc

When using the Rhea video enhancement model on a Intel Arc GPU, the output is broken.

System information:
Topaz Labs Video Enhance AI 5.2.1
Windows 11
Intel Arc A750 driver XX.X.101.5762 (In my case 32.0.101.5762)

Steps to reproduce the issue:

  1. Import a video, and try to enhance it on Intel Arc with Rhea.
  2. Compare the output to other GPU vendors (E.g. NVIDIA and AMD)

Note: The files I have tested on have had resolutions of 1920x1080 and 2160x3840
