I actually tried Handbrake to make it smaller. It still had artifacts with 80mbps bitrate. I choosed h.265 AMD VCE and the high quality profile. So you mean i should choose x.265?
Yes. Software encoding still is superior quality-wise to hardware encoding most of the time. And much more configurable as well.
Also, when file size doesn’t matter that much, some people have found h264 software encoding to be superior to h265 regarding preservation of fine details. H265 begins to shine with high compression levels.

x.265 with max priority for quality worked for me. Got a 800mb file. Now im happy.

Yes. The stuttering appears with bitrates above 70/80 mbps or so. My file now has ~30mbps and its ok.
