This laptop CPU has integrated graphics which does not meet system requirements for Topaz Video.

You have to have a dedicated GPU - at least like RTX 3060 8Gb for Topaz Video to work.

As Urix.lookin mentioned, your system is below spec for the app, and the logs are showing that this copy of the app was altered to work without a license.
