With 4.0 I found when setup a preset it should remember the Preview Export Settings like encoder (H264/265), container (mp4/mkv). It does not remember any of those settings.
We will look into adding this in an update to v4!
Edit: It’s also possible that the option for saving Export settings in the preset was unchecked:
