Mouse pointer doesn't align with the vertical axis of the home screen

Steps to reproduce issue:
When I open Photo AI the pointer on the mouse fails to align with Topaz home screen in the vertical direction. I have attempted to resolve the problem by uninstalling the register files and reinstalling the Topaz Photo AI software.
This has not resolved the problem? Please advise me on how to correct this condition.
I am using a Windows Machine that’s running on “Windows 10”
