I’d like to get some more information to help troubleshoot the problem you are having.
Could you send us your computer’s full system profile?
Also if you can, please try to recreate this error message in Topaz Photo AI, then go to Help > Open Log Folder, please send me all of the files within that folder. You should be able to attach them directly as a response to this email.

Windows was blocking Topaz.
Topaz should have unblocked during installation.
This has never been a problem installing earlier versions of Topaz.
That would have made my life easier.
Problem resolved bye manually unblocking.
Set Windows Defender to allow access for a specific app or program:

Open Windows Security by clicking on the Windows Security icon in the taskbar or by searching for it in the Start menu.

Go to “Virus & threat protection” in Windows Security.

Click on “Manage settings” under Virus & threat protection settings.

Scroll down to the “Exclusions” section and click on “Add or remove exclusions”.

Click on “Add an exclusion” and choose the type of exclusion you want to add (File, Folder, File type, or Process).

Navigate to the app or program you want to allow access for and select it.

Click “Add” to confirm the exclusion.
Once you’ve added the exclusion, Windows Defender will allow the specified app or program to run without interference.
