where can I find instructions how to compile it for window? the link you posted is dead, " Oops! That page doesn’t exist or is private."…
Go to FFMPEG’s official website to search for compilation guidelines, but it is still higher for amateur people.

does anyone here including yourself compiled your own FFMpeg with TVAI binaries?
Instead it seems you can pipe from FFMpeg VEAI build to another FFMpeg with libx264 and libx265 in it
