Starlight changes frame rate from 23.97 to 29.97fps desyncing audio and video
Frame interpolation is disabled for starlight.
Does not appear to be any way to set this or force it to original

Could your original use a variable frame rate? Topaz Video has had issues with VFR originals, de-syncing the audio and video and changing frames rates.
I convert any VFR originals to CFR before asking Topaz to enhance them.
That’s the issue. Apparently MKVToolnix (mkvmerge) changes the label on many streams to VFR from CFR based on inconsequential variations in timestamps. I used Avidemux to remux the file to an mp4 and this fixed the problem with no re-encoding. It is also possible to remux using the sync option in FFmpeg or force the stream to CFR using an option in mkvmerge
