The documentation states that Starlight cloud export “supports AV1, VP9, H264, and H265 video codecs,” but in reality, the codec setting is ignored and the H264 codec is used.

From the desktop, Starlight/Cloud rendering supports AV1, VP9, H264, H265 video codecs.
The team has been working on addressing this and expanding the options for export when using Starlight in the cloud.
