What is best set up for motion video?

Can you give a bit more context as to what you are looking to do?

The videos in question are low resolution VOB files of basketball games so there is motion involved. Do I first need to convert files to mp4? Once converted, I have had mixed success using Topaz Video but I know there are many variables.

Topaz Video does accept VOB files, however, some VOB files have trouble processing in the app due to the structure of the files. If you have processing errors, it’s best to convert them to mp4, however, if they process, no need to convert initially.

Are you looking to upscale the basketball videos? If so, I’d recommend starting with Starlight Mini or Rhea.

First use VobMerge when you have more than one vob file, it does lossless join vobs into one single file. Inside videostream is normally MPEG-2 coded, do not re-encode yet.

Visually check interlaced material by simply drag the file into Virtualdub. You can set the YADIF deinterlace filter into Virtualdub and check what it does, set the BOB flag for doubling frame rate and check some frames, if in the additional generated frames have zero moving I wouldn’t use BOB flag. Normally this is not the case and you profit by doubling framerate. Then you can either deinterlace directly with VirtualDub (select FFV1 codec in codec settings area for lossless) or do this into Hybrid using QTGMC, or also directly into Topaz works. Also check material resolution and aspect ratio it is made for play, 4:3 or 16:9.
