After upgrading to Photo AI 3.2.1 (and later versions) from 3.2.0 and to Gigapixel 8.0.0 from 7.4.3, both programs won’t open.
The problem occurs with Windows users profiles that contains special characters (mine contains a French character ç ).
As a workaround, running once with admins privileges (run as administrator) allows to create the necessary folder structure in the user profile directory (C:\Users), which require elevated privileges. Then the following executions do not fail as they do not need to create a new folder in the users profile folder as it already exists. However, this creates a dummy user profile that will need to be deleted manually afterward, once the bug is fixed.

To the Devs, please see below screenshot from Microsoft sysinternals - procmon filtered on topaz process. It should be very easy to understand. It seems like an encoding error (00 E7 unicode vs C3 A7 utf-8) while determining the user profile value.
