I upgraded from 3900X RTX3070 to 5900X RTX4090
But I didn’t see any increase in speed
The only difference is that the card usage is lower
Is this normal?
In this case the CPU could be the bottleneck here.

well, maybe. I am not too familar with the amd cpu series yet but the 4090 gpu is so strong that I would definitely fit the most powerful cpu to support it. 
This is not normal. Post your benchmarks and compare them to similar systems.

Getting faster RAM might get you some speed. I think 3600MHz is the sweet spot for the 5900X. You can look that up though to double check.
