Topaz Video v1.2: This is similar to the following bug report in 2023 but the bug still exists on Mac after all this time:

On Windows the link opens a text document called “oss-licenses”, that is part of the Topaz Video installation.
To my knowledge that was fixed at one point, I will let the team know that the link is broken though so they can get that working again.
