Try reinstalling admin rights by right clicking on the installer and choose Run with administrator privileges, windows needs installers to have full admin rights.

I had a problem that the installation of any Topaz software was not possible because I use a normal user account without admin rights, the installations only worked for the admin.
You can work around this problem by temporarily (only for the time of installation) giving the user account full admin rights in the Windows control panel. ← And only here, temporary input with right click and assign admin rights or type in password does not work, the account must have admin rights by default
