I know there is an online colorizer from Topaz labs and I’ve used it. Its not what I’m looking for. I want a local colorizer. From what I read I thought it may be found in Topaz studio 2 and I’ve just installed it and its not there.

Is there a local colorizer software made by Topaz labs and I’ve missed it?

No there is no local colouriser. Topaz also said elsewhere that they had no plans to make that into a local version.

There is currently no desktop tool from Topaz Labs that would be local and achieve what you want to do. The colorize feature we released in Mosaic is for that web app only.
