I am thinking of upscaling an old film of mine from 2000 that was encoded in avi 720x480.
The video is blurry, the quality is pretty low.
Could you advise me if Topaz has the capability to make it look like modern HD videos?

Yes and it depends, Topaz can do wonders with Upscaling low quality videos however, it will pretty much depend on the original material and as you mentioned yourself

Having said that, you are being sensible in your ambitions by asking about HD which is very achievable for a 720×480 resolution.
4K on the other hand is possible but, may increase artifacts if it’s low quality.

Thank you, for the helpful screenshots and although your images are heavily pixelated I would say yes HD is is definitely achievable even 4K.
