Whenever I have a large upscale it won’t export to Photoshop Elements. It just keeps trying but doesn’t ever finish

I have never owned Adobe Photoshop Elements but, as far as I know Topaz Photo or Topaz Photo AI have never worked for Upscaling images within Elements here’s some information from Topaz
The Automate plugin is only available in Photoshop CC and not in Photoshop Elements. Since size changes are not possible in the Filter plugin, the PSE plugin cannot be used to upscale images. Photoshop CS suite is not compatible as a plugin.
The plugin supports a maximum image size of 30,000 pixels on the longest side.
