I Can not upscale an image because I can`t change anything in the settings
Hi Kai.
Are you trying to use the Standalone version of Photo AI or as a Plugin with Lightroom Classic, Photoshop or a similar application
When you open Photo AI as a Standalone Application you will be presented with some helpful videos to get you familiar with Photo AI

Lightroom:
If you’re trying to access Photo AI from Lightroom Classic then, within Lightroom you can either
RAW Images:
Goto > File > Plug-in Extras > Process with Topaz Photo AI and when you’re done Enhanceing your image simply Export back to Lightroom
Non-RAW Images
Right Click on any Image or Thumbnail then, Select Edit in > Topaz Photo AI and again once, you’re done simply Export back to Lightroom

Photoshop:
There’s two ways to access Photo AI within Photoshop either from the Automate Menu or the Filter Menu the only difference between the two is with the Automate Menu method you’ll be able to Upscale your image and the Filter Menu you won’t be unable to Upscale Images.
Automate Menu:
Simply open an image in Photoshop not forgetting to Duplicate the Background Layer first because, you can’t send the Background Layer to Photo AI or any Plugins for that matter
Duplicate the Background Layer then, Goto > File > Automate > Topaz Photo AI and when you’re done Enhanceing your image simply Export back to Photoshop
Filter Menu:
Duplicate the Background Layer then, Goto > Filter Menu > Topaz Labs > Topaz Photo AI once you’ve done Export your image back to Photoshop

Most likely trying to use from PS, with the incorrect Filter menu which won’t allow upscale (Adobe limitation that size cannot be changed in a Filter setting), use File > Automate instead. Mentionned in Andy’s steps above!
