There may be a problem with copyright. It’s easier to find stock recordings or to produce your own recordings than it is to do the same for animation.
Also, I get the impression that the Topaz team views animation as being beneath them.
I can think of about 3 free AI upscalers that are only meant for anime. If any of those has already perfected the art, why bother offering a paid option from Topaz?
Money? Dominate the industry? Put the amateurs to shame? 
Anyway, the free upscalers are almost exclusively trained on anime - modern anime. As a result, they tend to make everything look like anime - even cartoons and animation that aren’t anime. And even when it comes to anime, they’re far from perfect - generally better than what TVAI can currently do, but not perfect.
Which 3?
Dandere2x… but that might just be using waifu2x. Then there’s Anime4k.
Anime4K is horrific. Dandere2x is a modified version of Waifu2x that’s designed to improve processing speed but is also not very good. And Waifu2x has several variants but none of them are anywhere near professional quality.
Real CUGAN and Real ESRGAN are the only anime AIs that are somewhat respectable. They’re the only ones that are legitimately better than what TVAI can do.
