Videos exported by Topaz Video AI v5.3.4 cannot be recognized by some short video apps (the video duration is displayed as 0 or the video cannot be viewed through the import function of the app at all), such as Tik Tok (China), resulting in the video being unable to be published through Tik Tok.
Can you share the logs here for that process for investigation? Most likely it is a codec or format issue that is causing the app to not read the file correctly.

The logs you shared show the app is unlocked without a full license. This can cause issues as the code of the app has been altered.
