Video is converted from 59.47 fps to 7.58 fps

I am not sure what is going on with this video but when I do a preview or export it the video is converted from 59.47 fps to 7.58 fps.
Not all my videos but this one it always happens.
In this case I processed it through Proteus.
It also happens when applying only stabilization.

I just tried 5.1.3 and the problem is still there.
