Please use MediaInfo free tool to determine/validate if it is indeed Interlace video or Progressive Scan.
if it is interlace video you might want to give this a shot.
If it is “Progressive” (MediaInfo) you will need to use @kokoiko suggestion, as it appears it was incorrectly converted to progressive scan in the past.
