Video Enhance AI v.1.3.8 - OpenGL 3.1 Support (Sorry for Double Post - Just found this Section)

My Intel HD Graphics 2000 is displaying support for OpenGL 3.1.

This is most likely caused by not having the necessary grapics drivers installed.
Install a driver providing OpenGL 2.0 or higher, or, if this is not possible, make sure the ANGLE Open GL ES 2.0 emulation libraries (libEGL.dll, libGLESv2 and d3dcompiler_*.dll) are available in the application executable’s directory or in a location listed in PATH.

I have another Computer available to try?:
O/S: Microsoft Windows 10 Professional 64bit
CPU: Intel i5-4460 Quad Core 4c/4t 3.2GHz-3.4GHz (LGA1150)
GPU: Intel HD Graphics 4600 (i5-4460 iGPU)
RAM: 8GB DDR3


Q1/ Will the second Computer work for Topaz Enhance AI 1.3.8 ?
These are the only PC options available in foreseeable future, due to corona virus issues!

Q2/ Alternatively, would this program work?
If I can work out how to install it?

Q3/ If version 1.3.8 cannot be made to work with my Hardware,
is there a compatible older version of Video Enhance?
If not Video Enhance, perhaps a Gigapixel version?


Q4/ If you have to edit footage in Premiere, and have these choices:
Match Source (Rewrap)
H264.
HEVC H265.
QT CinForm
Uncompressed AVI.
(I have a good eye for retaining detail in save!)

What is the best format from position of Video Enhance process, quality and file size?
Is the saved Enhance file size, in direct relation to original file size in all cases?
