I think this would be the best option for encoding the upscaled videos. Video Enhance AI frameserving option in a temporary virtual uncompressed AVI file that could be loaded in any other free media encoder program like virtualDub2, Handbrake, ffmpeg CLI and many others one. And even adding more advanced post processing options via an avisynth script.
With the slow frame computing we could go with extreme encoding settings like x265 very slow or even placebo preset for the best quality output.
As VEAI using the GPU and the encoding process the CPU, this wouldn’t cause any performance issue with a decent powerful PC.

Great idea! I wish I could compress directly to AVI using the Lossless Lagarith Codec. Huge space savings and very quick.
