Unable to remove Pebble Finish from scanned photographs

In archival photo-retouching there is a problem common to all users: When scanning an old photograph from the 70s-80s, some of them were given a Pebble Finish at the photo lab. That means that the photographic paper was run over a metal roller at some point in the processing, and a regular, repeating pattern becomes embossed on the paper. When scanning a photograph like this, the pattern is captured by the scanner, and is a very difficult problem to remove.

Searching for this topic in google will produce many results. Most of which have users expressing extreme frustration in their attempts to remove the pattern.

Topaz Photo AI will most often amplify the pattern, considering it important detail!
ChatGPT suggested using the G’MIC plugin in Gimp but I have not found any plugin that can remove such a common problem.

Do any forum members have a way to remove this pattern?
