Topaz Video loves to create 15FPS videos when I want 60FPS

Topaz Video AI does strange things with FPS—sources 25-30FPS DVDs. I use chronos to get 60FPS. Instead Topaz creates files with 15-45FPS. I try to “fool” topaz video AI by using the created 15FPS file and using Apollo instead of Chronos. If I set it to 120FPS, video AI creates 45 to 60FPS files.
This is driving me nuts. Why are my files down converted from 30FPS to 15 FPS when I want 60FPS? During the process, if I check the partly rendered file: It is in 60FPS. But the final file is 15FPS. (The source files are raw DVDs / or the same DVDs I converted to MP4. This could be the problem: these DVDs are poorly mastered Sony DVDs. The converted MP4s play perfect in VLC but if I use the raw VOB files to upscale, the video/audio is out of sync)

Windows 11 AMD 3950X latest Nvidia 4090. Latest drivers/patches. Same problem with MacOS 15.11/M3 Max 48gig.
