Is it possible to use Topaz Photo as a plug-in with two programs installed: Photoshop and Lightroom? If so, how do I install it correctly?

Are you asking about the old Topaz Photo AI or the new Topaz Photo because, you mentioned Topaz Photo but, have posted under a Topaz Photo AI category so, here’s a How-to for both.
Topaz Photo and Photo AI are installed within both Lightroom Classic and Photoshop automatically plus, there are two ways to access Topaz Photo within Lightroom Classic
The First Method is to goto the File Menu then Scroll Down to Plug-in Extras and a List will appear where you will find Topaz Photo (Studio) or Topaz Photo AI this Method is best for RAW Files.
For Non RAW Files for example JPEG, TIFF and everything else Simply Right Click on either the image Preview Screen or the Image Thumbnail and a list will appear Scroll Down and Choose Edit-in and another List will appear from here Pick Topaz Photo (Studio) or Topaz Photo AI.
Photoshop is a little different depending on if you’re using the old Topaz Photo AI or the new Topaz Photo
Topaz Photo AI:
There are two methods to access Topaz Photo AI from within Photoshop either though the File Menu by Clicking on the File Menu then, Scrolling Down to Automate then, Selecting Topaz Photo AI from the List Note: with this Method you can use Upscaling
Alternatively, you access Topaz Photo AI from the Filter Menu Simply Click on the Filter Menu then Scrolling Down until you see Topaz Labs then Select Topaz Photo AI Note: with this Method you can not use Upscaling
Topaz Photo:
For the new Topaz Photo Simply Follow the Steps as above for either Method the only Difference for the Automatic Method is instead of Selecting Topaz Photo AI you will need to Select Topaz Photo (Studio)
For the Filter Menu Method again following the Step above and instead of Selecting the Topaz Labs Option you’ll need to Select Topaz Labs Studio then Topaz Photo
Note: as before with the Automatic Method you can use Upscaling and with the Filter Menu Method you are unable to use Upscaling.

Lightroom was installed later than Photoshop and Topaz Photo, so Lightroom doesn’t recognize the Topaz plugin. So what can I do to make it recognize it?
If you’re asking about Adobe Lightroom (non Desktop Classic version) then neither Topaz Photo AI or Topaz Photo are Supported
If on the other hand you’re asking about Adobe Lightroom Classic then that’s easy to fix
Firstly, make sure Lightroom Classic is Closed then simply Rerun the Topaz Photo Installation and when it stops select Repair from the Options and Topaz will automatically fix the issue with Lightroom Classic
