Topaz Photo AI won't launch from Lightroom Classic

I’m using Topaz Photo AI v 3.2.2 with LR Classic v13-3 on Windows.
While in LR, I right click on a photo, choose “edit in”, and choose Topaz Photo AI, but Topaz doesn’t open. (it used to!).
I tried downloading Photo AI again chosing the repair option, but the plugin still doesn’t work.
LR plugin manager looks fine:

Within Topaz Photo, I can open an image and Topaz works fine.
It seems to be a LR plugin issue?
