Slow performance, low Hardware utilization

Hello,
i am using version 7.3.2. (actualy trying to install 8.1.1. Trial for test). I’d like to ask why GigaPixel software doesn’t utilize CPU or GPU. When resampling images it takes quite long time, but CPU (12 Cores - dual Xeon) runs approximately around 20% and just few cores… i would expect that it will utilize hardware as much as possible. Even when I try to switch to GPU (which si not that bad), it runs maximum 40% of its capacity. Harware detail specs follows. Do I really need latest hardware?
Now i will try version 8, just in case the version 7.3.2. i am licensed was badly written…
