I have Rx 6700xt and am wanting an upgrade for 4x upscale project of Bluray RIPS of anime movies and TV shows. Specifically berserk 1997 and the 2011-2013 movies. I have done some tests and have noticed how much of an improvement when denoising and upscaling x4 (from 1080p ->8k) with the latest updates of TVAI.
Should I go for 4000 GPU or wait till 5000 come out and see results first?

Until the cards are out and we have real market prices for then both, the 40x0 and 50x0 cards no one can tell.
And even after those 50x0 cards have hit the market in relevant quantities you’d still have to wait a bit until the software is adapted - only then you can make an educated decision.
If you need to do that now (time critical), then 4090, as there is no better option.
If you can wait, and you plan on building a new machine anyway, naturally go for the 5090, since cost doesn’t seem to be much of an issue for you.
Cooling might though, so take that into account. That’s why I’m not going for the 5090 since I’d need a new system with sufficient cooling for that newer card.
