Standard V2 adding random spots see attached, this is not seen in v1, I cropped a small sample of an image where this occurs. Seen with Nvidia 4080 and 5080 cards in Windows 11 and seems directly related to the upscaling model used, does not always happen, maybe 1 in 50 or 100 images, so finding a small section of one where I could reproduce was not easy. This example was done on a 4080. Seen on Topaz Photo 1.0.1
Looking at crash reports for your system, the first step would be to put back the AI Processor to Auto, to use your full machine’s capabilities. Right now it was changed to NVIDIA, which limits the app from using your full machine power. The app needs both GPU and CPU to work, and that will be on Auto AI Processor in Edit > Preferences > General > AI Processor. Click Save and retest. Also make sure the NVIDIA drivers are up to date, and when you update the drivers, make sure in the NVIDIA app there is no “optimization” on for Topaz, as it will put back the AI processor to NVIDIa and do the opposite. Let us know how that goes!
