Topaz Video 1.2.1 - Each time I try to run an export, it fails with the message: “Try changing the output resolution, bitrate or encoder”.

The logs are showing that the encoder can not be called correctly for the process to run. Can you check for a GPU driver update on your card as it looks like the encoder is not installed correctly for the GPU. Updating the driver to the latest release should help resolve this.
