Photo AI 3.1.0 It does not fill screen Windows 10 and menu buttons at top will not function

When started up, new features window will not go away when x-ing out. Also all menu buttons at top will not work. Also cannot get maximize or minimize button to work.
Tried deleting program and removing registry entry (as described here) twice with no change. Downgrading to last working 3.0x.
