I am trying to enhance a 360 Video shot with the insta360 Titan in 9600x4800 pixel size. However, except from a subtle denoising, I get no effect, even when I push the Proteus parameter to the max (compress artifacts, details, sharping) . Is this a bug or what might be the cause for this?

maybe try the focus fix option. 
I suggest you try the Proteus v3 model instead of v4 (assuming that you are using Proteus v4). The parameters on v3 tend to have a stronger effect than v4.
Using the models without upscaling, tends to make more subtle changes.
