With the last update on August 3, my mouse arrow has to be 50 pixels or so below any user interface button in order to click on it. This is a real problem on the bottom “save to Lightroom”.

To help further troubleshoot this problem, I’d like to see if the following steps will help resolve this issue, as some of the application’s display information is kept in the registry:
That worked, but it took 1½ hours.
It looks like Topaz has a bug you could work on.

I have the same issue.
It is rather frustrating to have the interface not align with the button click areas.
For me when full screen there appears to be a gap on the top, the interface not going to the edge.
