Mottled Effect Generated by RemoveNoise (v2) on High ISO Images

I’m having an issue with RemoveNoise on high ISO images. Both RawNormal(v2) and RawStrong(v2) produce a mottled effect in the out of focus areas of some images. The old RawNormal did not do this.

My original image is a Lightroom Classic generated DNG that was shot at ISO6400. Here is the top left corner:
