Models reload every time using Photo AI from PS

I am opening a photo through Photoshop and every single photo has to reload the models. I’ve updated to the latest version. It takes so much extra time to have to do this. Is this normal?

Steps to reproduce issue:

1. File
2. Automation
3. Photo AI
   It then gives me the dialog box saying some models have to be re-downloaded before images can be processed.

Have you tried disable “In-App Model Download” in Perference ?

I disabled that, and it still wants to download models.

Seems to be a bug, quite a few users are having the same issue.
