Lightroom Classic plugins not installing

I’m a new user and just installed Photo AI 3.3.3 but it’s not installing Lightroom Classic plugins. I see some support posts with a link to manual installation instructions but the page is a 404 now and I can’t find the instructions still up anywhere.

Does anyone know where the plugins are so I can install them manually?

Steps to reproduce issue:

  1. Install Photo AI 3.3.3
  2. Open Lightroom Classic
  3. Check plugins → There’s nothing from Topaz

I have same issue with Photoshop Elements 2024. I have reported on this forum and emailed log files. Prior advice was to re-download the installer and re-install. Same result.
