I’ve tried all the models. I just want to either upscale the video or change the frame rate. Either just one or the other, or both. But when I recently tried to change the frame rate from 24fps to 30fps. With AI model being being Proteus and recover detail set to max and parameters set to Manual/0. It’s still smoothing out the image. Softening it up with DNR. The video is high quality, Doesn’t need any cleaning up other than upscale/frame rate change. What settings exist where it simply upscaled/frame rate change with original detail included or does EVERY model apply DNR in some compacity.
Framerate changes without a Upscale model and without interpolated additional frames you can do with Avisinth, or a easy way is using Avidemux GUI
Open Avidemux, set a codec of your choice (FFV1 for lossless), Register “Video” and “Filter”, select “transformation” and add “Resample” then enter new frame rate.
This does copy existing frames and adds it until set framerate is reached. So you have some double frames then in your video, but you can’t notice this when watching. This method always generates constant framerate, even source is variable
it does not affect the video length, audio still fits. I does not change the “film-look”, it does not smothen movements of a video. Your videofile size becomes larger when you increase fps here and become smaller when you set lower value than the video has, then frames gets droped.
Did you try Proteus Relative to Auto with Fix Compression at -100, Reduce Noise at -100 and Dehalo at -100?
If that doesn’t work, you can try Proteus 3. If it really is a high quality source, Auto always worked good for me on Proteus. (But I also don’t like noise so I would not have noticed if it was gone. [I’m guessing DNR means Dynamic Noise Reduction and not Do Not Resuscitate in this case.])
