The render goes into a loop and will not complete despite it being a simple 2x upscale. When I do this exact same task in Topaz Photo AI, the render and save takes about 20 seconds.

Topaz Photo AI doesn’t have the Recover model you’re using. Both of the the generative AI models are very heavy on the gpu, especially with the input image size you have. That’s the reason why the UI has the yellow “Large image” warning. What gpu do you have?
The basic models should work as well as they do in TPAI.

Diffusion-based AI models typically demand longer processing times on older GPUs. When handling a large image with the Recovery model, warning signs will indicate that processing will be time-consuming.
While a faster GPU can complete the task within minutes, an older GPU may take 30 minutes or even over an hour, depending on its processing power.
I suggest starting with a small image to test if the Recovery model functions properly on your computer.
Using the generative models with the image size shown in your screenshot is not going to be a fun experience.
For reference, a 500x500 image 4x upscaled using the Recover model is about 9min on my GTX 1060 6GB.
