When I try to change videos to 30 fps using “Frame interpolation” and set the “Frame Rate” to 30 fps, for some videos it doesn’t change to 30 but instead to 7.5. This issue occurs consistently with these videos. I just noticed that this sometimes happens with cloud rendering, too.
You should have a look at the linked thread below. Variable frame rate files, and files that don’t report their frame rate correctly often cause problems.

And that doesn’t explain why the cloud version can do most of this, but the desktop version can’t…

Can you pull the logs and send in to the support team for review? As Alan mentioned at times it can be due to how the app is reading the metadata on a file, but if you are getting the same file working in the cloud but not the standard UI, we might have something else going on.
To gather logs, please select Help > Logging > Get Logs for Support and attach the zip file to an email and send to help@topazlabs.com
