Why can’t I force Topaz Video to open on my other monitor. Usually when you hold Shift and Kill a program it opens back up on that monitor and spot. It keeps opening on my main screen. How to force another monitor?
Works correctly here, just by closing the app normally while on the desired monitor. This is a Windows controlled function, not Topaz’s.

Yes and no. In past versions of TVAI, they specified where it would open on the screen. It didn’t matter where it was when it closed, it would open in the position erroneously specified by the developers.
