I tried upscaling a picture of a small bird to 4x, but this came up: “Error encountered while processing.” Art & CG was the best of the 4 options. I admit that the bird in the NEF file may have been too small to process properly.

I don’t know about the error but here’s two quick tips for upscaling tiny images
Tip one
Redefine with a Creativity setting of 2 can do wonders for small images by adding back feather detail
Tip two
This one is more suited to Photo AI if you have access to it or you could adapt it for Gigapixel
For Photo AI select the Denoise Enhancement
Then move the Strength Slider back lowest level which is 1 then use Minor Deblur to sharpen your image and the beauty of Photo AI you can have multiple instances of the same Enhancements so, apply another Denoise and do the same thing add a third if you like
Why use Minor Deblur and not the regular Sharpen Enhancement because, on very small images the AI Models will distort the image making the image unusable whereas, using Minor Deblur adds a subtle sharpening which is just enough to save the image when Upscaling
