Enhance SD already upscaled

Will Topaz enhance the quality of SD content that has already been blown up to HD frame size or is it best to set it to work at the original frame size?
I ask because colour grading has occurred at HD frame size (which I’d like to retain)

Also, I have some footage that keeps flipping in and out of 12 fps>25fps - will Topaz help fix the 12 fps sections?

Thanks

May depend on your source material. I often had source files where reducing the pixel size enabled the software to deliver better results. I guess the closer the detail density to the pixel density, the better it might work. On smaller pixel sizes it can work more agressive. Just give it a try.
